各省(sheng)(自(zi)治(zhi)區、直(zhi)(zhi)轄市(shi))能源(yuan)局,有(you)(you)關(guan)省(sheng)(自(zi)治(zhi)區、直(zhi)(zhi)轄市(shi))及新(xin)疆生產(chan)建設兵團(tuan)發展改革委,北京(jing)市(shi)城市(shi)管理委員會(hui),國家能源(yuan)局各派(pai)出機(ji)構,有(you)(you)關(guan)中(zhong)央企業:

  為落實《國(guo)家(jia)(jia)發(fa)展(zhan)改革(ge)委(wei) 國(guo)家(jia)(jia)能源局 國(guo)家(jia)(jia)數據局關于印發(fa)〈加快構建新(xin)型(xing)(xing)電力系統行動方(fang)案(2024—2027年)〉的通知(zhi)(zhi)》(發(fa)改能源〔2024〕1128號(hao))有關要(yao)求,選(xuan)取典型(xing)(xing)性、代表性的方(fang)向(xiang)開展(zhan)試點探索(suo),現(xian)將有關事項通知(zhi)(zhi)如下。

  一、總體要求

  聚焦新(xin)(xin)(xin)(xin)型(xing)(xing)電(dian)(dian)力系(xi)(xi)統有關前沿方(fang)(fang)向(xiang),依托典(dian)型(xing)(xing)項目(mu)開(kai)展單一方(fang)(fang)向(xiang)試(shi)點,依托典(dian)型(xing)(xing)城市開(kai)展多(duo)方(fang)(fang)向(xiang)綜(zong)合(he)試(shi)點,探索新(xin)(xin)(xin)(xin)型(xing)(xing)電(dian)(dian)力系(xi)(xi)統建(jian)設(she)新(xin)(xin)(xin)(xin)技(ji)術、新(xin)(xin)(xin)(xin)模(mo)(mo)式,推動(dong)新(xin)(xin)(xin)(xin)型(xing)(xing)電(dian)(dian)力系(xi)(xi)統建(jian)設(she)取得(de)突(tu)破。堅(jian)持(chi)(chi)重點突(tu)破,先期圍繞構網(wang)(wang)型(xing)(xing)技(ji)術、系(xi)(xi)統友好(hao)型(xing)(xing)新(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)電(dian)(dian)站、智能(neng)(neng)(neng)微電(dian)(dian)網(wang)(wang)、算力與電(dian)(dian)力協同、虛擬電(dian)(dian)廠、大(da)規模(mo)(mo)高比例新(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)外送(song)、新(xin)(xin)(xin)(xin)一代煤電(dian)(dian)等七(qi)個方(fang)(fang)向(xiang)開(kai)展試(shi)點工作。堅(jian)持(chi)(chi)因(yin)地(di)制宜,結(jie)合(he)各地(di)實際,選擇適宜的(de)方(fang)(fang)向(xiang)安排試(shi)點項目(mu),合(he)理(li)確(que)定試(shi)點規模(mo)(mo)和(he)范(fan)圍。堅(jian)持(chi)(chi)創新(xin)(xin)(xin)(xin)引領,鼓勵采用(yong)(yong)(yong)新(xin)(xin)(xin)(xin)技(ji)術、新(xin)(xin)(xin)(xin)模(mo)(mo)式,支持(chi)(chi)試(shi)點項目(mu)應用(yong)(yong)(yong)智能(neng)(neng)(neng)電(dian)(dian)網(wang)(wang)國家科技(ji)重大(da)專項和(he)能(neng)(neng)(neng)源(yuan)技(ji)術裝備(bei)“補(bu)短板”成果(guo),同步開(kai)展體制機制改革。堅(jian)持(chi)(chi)全程(cheng)管(guan)理(li),做好(hao)試(shi)點項目(mu)的(de)申(shen)報優選、組織實施、效(xiao)果(guo)評(ping)估(gu)、推廣(guang)應用(yong)(yong)(yong)等全過(guo)程(cheng)管(guan)理(li),保障實施效(xiao)果(guo),發揮帶動(dong)作用(yong)(yong)(yong)。

  二、試(shi)點方向

  (一(yi))構(gou)網型(xing)(xing)技術(shu)。重點在高比例新能源接入的弱電(dian)網地(di)區(qu)、“沙戈荒”基地(di)大規模新能源外送地(di)區(qu),應(ying)用新能源/新型(xing)(xing)儲能構(gou)網型(xing)(xing)控制技術(shu),有效(xiao)解(jie)決短路容量(liang)下降(jiang)、慣量(liang)降(jiang)低、寬頻振蕩等問題(ti),提(ti)(ti)升(sheng)新能源接網與送出(chu)能力。在電(dian)網結(jie)構(gou)薄(bo)弱地(di)區(qu)、孤(gu)島運行(xing)系統(tong),應(ying)用構(gou)網型(xing)(xing)控制技術(shu),提(ti)(ti)高系統(tong)電(dian)壓(ya)、頻率、功角穩定(ding)能力,提(ti)(ti)升(sheng)電(dian)力供(gong)應(ying)安全和(he)系統(tong)穩定(ding)運行(xing)水平(ping)。

  (二)系(xi)統友好(hao)型新(xin)能(neng)(neng)源電(dian)(dian)站(zhan)(zhan)(zhan)。重點(dian)在保供(gong)偏緊或(huo)消納(na)(na)壓力(li)較(jiao)大(da)地(di)區(qu),新(xin)建或(huo)改造(zao)一批新(xin)能(neng)(neng)源電(dian)(dian)站(zhan)(zhan)(zhan),通過長尺度(du)(du)高(gao)精度(du)(du)功率預測(ce)、風光儲智慧聯合調(diao)控運(yun)(yun)(yun)行等,提(ti)升(sheng)系(xi)統友好(hao)性能(neng)(neng),電(dian)(dian)站(zhan)(zhan)(zhan)在高(gao)峰(feng)時(shi)(shi)(shi)段(duan)(不低于2小時(shi)(shi)(shi))置信出力(li)提(ti)升(sheng)至10%以上。電(dian)(dian)站(zhan)(zhan)(zhan)與(yu)調(diao)度(du)(du)機(ji)構簽訂協同(tong)(tong)調(diao)度(du)(du)協議(yi),明確協同(tong)(tong)調(diao)度(du)(du)運(yun)(yun)(yun)行方式及納(na)(na)入電(dian)(dian)力(li)平衡(heng)的可靠容量、支撐時(shi)(shi)(shi)長。電(dian)(dian)站(zhan)(zhan)(zhan)日前申報協同(tong)(tong)運(yun)(yun)(yun)行的功率預測(ce)結果及發(fa)電(dian)(dian)計劃建議(yi),調(diao)度(du)(du)機(ji)構完善調(diao)度(du)(du)運(yun)(yun)(yun)行規則,基于電(dian)(dian)站(zhan)(zhan)(zhan)上報數據將電(dian)(dian)站(zhan)(zhan)(zhan)統籌(chou)納(na)(na)入日內電(dian)(dian)力(li)平衡(heng)。優先(xian)建設或(huo)改造(zao)新(xin)能(neng)(neng)源裝機(ji)容量20萬(wan)千瓦以上的項目(mu)。

  (三)智能(neng)(neng)微(wei)(wei)電(dian)網(wang)(wang)(wang)。選(xuan)擇典型應用場景,結合(he)新(xin)能(neng)(neng)源資(zi)源條件,建設一批智能(neng)(neng)微(wei)(wei)電(dian)網(wang)(wang)(wang)項(xiang)目,依托負荷(he)側資(zi)源靈(ling)活(huo)調(diao)(diao)控、源網(wang)(wang)(wang)荷(he)儲組(zu)網(wang)(wang)(wang)與協同運(yun)行控制(zhi)等技術,提高智能(neng)(neng)微(wei)(wei)電(dian)網(wang)(wang)(wang)自調(diao)(diao)峰、自平衡能(neng)(neng)力,提升新(xin)能(neng)(neng)源自發自用比(bi)例,緩解大(da)電(dian)網(wang)(wang)(wang)消納壓力。智能(neng)(neng)微(wei)(wei)電(dian)網(wang)(wang)(wang)在(zai)并網(wang)(wang)(wang)協議中(zhong)明確與大(da)電(dian)網(wang)(wang)(wang)的資(zi)產、管理(li)等方(fang)面(mian)的界面(mian),以(yi)及(ji)調(diao)(diao)度控制(zhi)、交(jiao)互運(yun)行、調(diao)(diao)節資(zi)源使用等方(fang)面(mian)的權利與義務。

  (四)算力(li)與(yu)電(dian)力(li)協同(tong)(tong)。重(zhong)點在國家樞紐節(jie)點和青海、新(xin)疆、黑龍江(jiang)等能源(yuan)資源(yuan)條件好的非樞紐節(jie)點地(di)(di)區,在科(ke)學整合源(yuan)荷儲(chu)資源(yuan)的基礎上(shang),統(tong)籌地(di)(di)區存量(liang)及增量(liang)數(shu)據中心綠電(dian)需求和新(xin)能源(yuan)資源(yuan)條件,協同(tong)(tong)規劃布局算力(li)與(yu)電(dian)力(li)項目。通(tong)過(guo)探(tan)索新(xin)能源(yuan)就(jiu)(jiu)近供(gong)電(dian)、聚(ju)合交易、就(jiu)(jiu)地(di)(di)消納的“綠電(dian)聚(ju)合供(gong)應”模式,提(ti)高數(shu)據中心綠電(dian)占比(bi)。通(tong)過(guo)算力(li)負(fu)(fu)荷與(yu)新(xin)能源(yuan)功率聯(lian)合預測、算力(li)負(fu)(fu)荷柔性(xing)控制、智能化(hua)調度等技術,提(ti)升源(yuan)荷協同(tong)(tong)水平,降低負(fu)(fu)荷高峰(feng)時段電(dian)網(wang)保障容(rong)量(liang)需求。加強(qiang)數(shu)據中心余熱(re)資源(yuan)回(hui)收(shou)利用(yong),提(ti)高能源(yuan)使用(yong)效率。探(tan)索光(guang)熱(re)發電(dian)與(yu)風(feng)電(dian)、光(guang)伏發電(dian)聯(lian)合運行,提(ti)升穩定供(gong)應水平。

  (五)虛(xu)(xu)擬電(dian)(dian)廠(chang)。圍繞聚合(he)分(fen)散電(dian)(dian)力(li)資源(yuan)(yuan)、增強(qiang)靈活調節(jie)能力(li)、減小(xiao)供電(dian)(dian)缺口、促進新能源(yuan)(yuan)消納等(deng)(deng)場景,因地制(zhi)(zhi)宜新建或改造一批不同類(lei)型的虛(xu)(xu)擬電(dian)(dian)廠(chang),通(tong)過聚合(he)分(fen)布式電(dian)(dian)源(yuan)(yuan)、可控(kong)負(fu)荷、儲能等(deng)(deng)負(fu)荷側各類(lei)分(fen)散資源(yuan)(yuan)并(bing)協同優化控(kong)制(zhi)(zhi),充分(fen)發揮(hui)靈活調節(jie)能力(li)。持續豐富虛(xu)(xu)擬電(dian)(dian)廠(chang)商(shang)業模(mo)式,通(tong)過參與(yu)電(dian)(dian)力(li)市場、需求響應,提(ti)供節(jie)能服(fu)務、能源(yuan)(yuan)數據分(fen)析、能源(yuan)(yuan)解(jie)決方案(an)設計、碳交易相(xiang)關(guan)服(fu)務等(deng)(deng)綜(zong)合(he)能源(yuan)(yuan)服(fu)務,獲(huo)取相(xiang)應收益。

  (六)大(da)規(gui)模(mo)(mo)高(gao)(gao)比例(li)新(xin)能(neng)源外(wai)送(song)。重點聚(ju)焦西(xi)北地(di)(di)區“沙戈荒”基地(di)(di)、西(xi)南地(di)(di)區主(zhu)要(yao)流域水風(feng)光一(yi)體(ti)化新(xin)能(neng)源基地(di)(di)開發(fa)外(wai)送(song)需求,結(jie)合國家明確(que)的跨(kua)(kua)省跨(kua)(kua)區輸電(dian)(dian)通道規(gui)劃(hua)建設(she),通過(guo)合理配(pei)置送(song)端配(pei)套電(dian)(dian)源類型規(gui)模(mo)(mo),優(you)化接入電(dian)(dian)力(li)系統方(fang)案(an),采用電(dian)(dian)源一(yi)體(ti)化協同控(kong)制、柔(rou)性直流、多源自(zi)適應換相直流(SLCC)、低頻輸電(dian)(dian)、構網型等先(xian)進技術,合理部署無功補償和耗能(neng)裝置,提(ti)高(gao)(gao)輸電(dian)(dian)通道安全(quan)穩定運行和靈活(huo)控(kong)制水平(ping),提(ti)升輸電(dian)(dian)通道輸送(song)綠電(dian)(dian)占比并探(tan)索純新(xin)能(neng)源外(wai)送(song)方(fang)式,促進更(geng)高(gao)(gao)比例(li)新(xin)能(neng)源外(wai)送(song)消納。

  (七)新(xin)一(yi)(yi)(yi)代煤(mei)電(dian)(dian)(dian)(dian)。對照《新(xin)一(yi)(yi)(yi)代煤(mei)電(dian)(dian)(dian)(dian)升級專項行動實(shi)施(shi)方案(an)(2025—2027年)》中新(xin)一(yi)(yi)(yi)代煤(mei)電(dian)(dian)(dian)(dian)試(shi)點指(zhi)標(biao)(biao)要求,積極(ji)推動具備條(tiao)件的(de)(de)現役機組和新(xin)建機組針對清潔(jie)降(jiang)碳(tan)(tan)、高效(xiao)調(diao)(diao)節(jie)兩(liang)類(lei)指(zhi)標(biao)(biao)分(fen)別開(kai)(kai)展試(shi)點,鼓勵開(kai)(kai)展同時滿(man)足上述兩(liang)類(lei)指(zhi)標(biao)(biao)的(de)(de)新(xin)一(yi)(yi)(yi)代煤(mei)電(dian)(dian)(dian)(dian)試(shi)點。在清潔(jie)降(jiang)碳(tan)(tan)方面,結合區(qu)(qu)域特點和資源(yuan)稟賦,通過采用零碳(tan)(tan)低(di)碳(tan)(tan)燃(ran)料摻燒(shao)、CCUS(碳(tan)(tan)捕集(ji)、利(li)用與封存)等(deng)降(jiang)碳(tan)(tan)措施(shi),顯著降(jiang)低(di)煤(mei)電(dian)(dian)(dian)(dian)碳(tan)(tan)排(pai)放。在高效(xiao)調(diao)(diao)節(jie)能力(li)提升方面,需滿(man)足高效(xiao)調(diao)(diao)節(jie)所有技術指(zhi)標(biao)(biao)要求,開(kai)(kai)展主輔機裝備技術創新(xin)應用和系統集(ji)成優化,重(zhong)點在電(dian)(dian)(dian)(dian)網快速調(diao)(diao)節(jie)需求大和調(diao)(diao)峰有缺額(e)的(de)(de)地區(qu)(qu)提高煤(mei)電(dian)(dian)(dian)(dian)機組快速變負荷(he)(he)、深(shen)度調(diao)(diao)峰和寬負荷(he)(he)高效(xiao)調(diao)(diao)節(jie)能力(li),機組應具備安全可靠啟停調(diao)(diao)峰能力(li)。

  三、組(zu)織實施

  (一(yi))試(shi)點(dian)申(shen)報(bao)(bao)。申(shen)報(bao)(bao)單一(yi)方(fang)向(xiang)試(shi)點(dian)的,由(you)省級(ji)(ji)能(neng)(neng)源主管部(bu)(bu)門(men)或中(zhong)央企業(ye)(ye)總部(bu)(bu)組織(zhi)報(bao)(bao)送(新(xin)一(yi)代煤電(dian)試(shi)點(dian)除外)。新(xin)一(yi)代煤電(dian)試(shi)點(dian)由(you)省級(ji)(ji)能(neng)(neng)源主管部(bu)(bu)門(men)統(tong)一(yi)報(bao)(bao)送,需取得所屬企業(ye)(ye)總部(bu)(bu)的項目支持函。申(shen)報(bao)(bao)綜合試(shi)點(dian)的,由(you)各省級(ji)(ji)能(neng)(neng)源主管部(bu)(bu)門(men)組織(zhi)各地級(ji)(ji)市(shi)能(neng)(neng)源主管部(bu)(bu)門(men),結合本地區(qu)新(xin)型(xing)電(dian)力系統(tong)建設情況,以地級(ji)(ji)市(shi)為單元(yuan),因地制宜選擇多個試(shi)點(dian)方(fang)向(xiang)形成(cheng)綜合試(shi)點(dian)方(fang)案,向(xiang)國家能(neng)(neng)源局申(shen)報(bao)(bao)。其中(zhong),中(zhong)央企業(ye)(ye)牽頭實(shi)施的綜合試(shi)點(dian),由(you)省級(ji)(ji)能(neng)(neng)源主管部(bu)(bu)門(men)和中(zhong)央企業(ye)(ye)以地級(ji)(ji)市(shi)為單元(yuan)聯(lian)合申(shen)報(bao)(bao)。

  各(ge)省級能源(yuan)主(zhu)管部門、中央企(qi)業總部廣泛(fan)征集試(shi)(shi)點(dian)項(xiang)(xiang)目(mu),根據申(shen)(shen)報(bao)(bao)要求并結合項(xiang)(xiang)目(mu)可行性、技術(shu)經(jing)濟性等(deng),做好同類項(xiang)(xiang)目(mu)評審(shen),在此基礎(chu)上向國家能源(yuan)局申(shen)(shen)報(bao)(bao)試(shi)(shi)點(dian)。申(shen)(shen)報(bao)(bao)項(xiang)(xiang)目(mu)的建設或(huo)改造開(kai)工(gong)時間須(xu)在2024年8月之(zhi)后,如需履行相關審(shen)批、核準(zhun)或(huo)備(bei)案手續(xu)(xu),申(shen)(shen)報(bao)(bao)時應(ying)取(qu)得相關手續(xu)(xu)(新(xin)(xin)一代煤(mei)電(dian)試(shi)(shi)點(dian)除外(wai))。新(xin)(xin)一代煤(mei)電(dian)試(shi)(shi)點(dian)須(xu)落實項(xiang)(xiang)目(mu)要素保障條件。

  各省級(ji)能(neng)源(yuan)主管部(bu)門、中央企業組織填寫申報表(詳見(jian)附件(jian)),于2025年(nian)6月30日前將蓋章紙質材(cai)料報送(song)至(zhi)國(guo)家能(neng)源(yuan)局(電力(li)司),電子材(cai)料同步發送(song)至(zhi)郵箱sunhe@nea.gov.cn。

  (二)試(shi)(shi)(shi)點(dian)(dian)評(ping)(ping)(ping)審。國家能源(yuan)局制定(ding)試(shi)(shi)(shi)點(dian)(dian)評(ping)(ping)(ping)審工作(zuo)(zuo)方案,細化評(ping)(ping)(ping)審標準和評(ping)(ping)(ping)審程序,在(zai)收到申(shen)報材(cai)料(liao)后,委托(tuo)具(ju)備相(xiang)關(guan)(guan)資(zi)質的(de)第(di)三(san)方專業(ye)機(ji)構(gou)(gou),根據(ju)評(ping)(ping)(ping)審工作(zuo)(zuo)方案開展評(ping)(ping)(ping)審工作(zuo)(zuo)。經評(ping)(ping)(ping)審,優選確定(ding)一批項目(mu)(mu)(mu)及(ji)城市列入第(di)一批試(shi)(shi)(shi)點(dian)(dian)范圍并發文公布,視情況開展后續試(shi)(shi)(shi)點(dian)(dian)申(shen)報和評(ping)(ping)(ping)審。新規(gui)劃建設的(de)新一代煤電申(shen)報項目(mu)(mu)(mu),在(zai)納(na)入試(shi)(shi)(shi)點(dian)(dian)范圍后,進一步落(luo)實項目(mu)(mu)(mu)核準(備案)等文件。對評(ping)(ping)(ping)審確定(ding)的(de)試(shi)(shi)(shi)點(dian)(dian)有關(guan)(guan)材(cai)料(liao),同步轉國家能源(yuan)局相(xiang)關(guan)(guan)派出機(ji)構(gou)(gou)。

  (三)項目(mu)(mu)實(shi)施(shi)。試點確定后,當(dang)地能(neng)(neng)源主(zhu)(zhu)管(guan)(guan)(guan)部(bu)(bu)門、項目(mu)(mu)單位要嚴格按照試點申(shen)報(bao)時提出的方案(an)開展建設或改(gai)造工作,方案(an)如發(fa)生重大(da)變更需(xu)經省級能(neng)(neng)源主(zhu)(zhu)管(guan)(guan)(guan)部(bu)(bu)門或中(zhong)央企業(ye)(ye)(ye)總部(bu)(bu)向(xiang)國(guo)家(jia)能(neng)(neng)源局提出申(shen)請。各級能(neng)(neng)源主(zhu)(zhu)管(guan)(guan)(guan)部(bu)(bu)門和中(zhong)央企業(ye)(ye)(ye)要全程跟蹤項目(mu)(mu)實(shi)施(shi),協調(diao)解(jie)決(jue)有關問題(ti),確保項目(mu)(mu)順利(li)推進,過(guo)程中(zhong)省級能(neng)(neng)源主(zhu)(zhu)管(guan)(guan)(guan)部(bu)(bu)門和中(zhong)央企業(ye)(ye)(ye)及時向(xiang)國(guo)家(jia)能(neng)(neng)源局報(bao)送階段(duan)性進展。國(guo)家(jia)能(neng)(neng)源局派(pai)出機構(gou)結合(he)職責,加強對試點的跟蹤監管(guan)(guan)(guan)和服(fu)務(wu),推動落實(shi)試點方案(an)。

  (四(si))支(zhi)(zhi)持政(zheng)策。各(ge)級能源(yuan)主(zhu)管(guan)部門、國(guo)家能源(yuan)局派(pai)出機構、中央(yang)企業要(yao)根據(ju)試點(dian)(dian)探索創新(xin)需要(yao),積極開展(zhan)體制機制改革,解決政(zheng)策堵點(dian)(dian),形成有利于試點(dian)(dian)項目實(shi)施的(de)(de)政(zheng)策環境。統(tong)籌用好超(chao)長期特別國(guo)債等資金渠道,對(dui)符(fu)合支(zhi)(zhi)持方(fang)向和(he)政(zheng)策要(yao)求的(de)(de)試點(dian)(dian)項目予以支(zhi)(zhi)持。試點(dian)(dian)成果納入新(xin)型電(dian)力(li)系統(tong)建設評(ping)價(jia)體系,作(zuo)為評(ping)估新(xin)型電(dian)力(li)系統(tong)建設成效的(de)(de)重(zhong)要(yao)內(nei)容。新(xin)一代煤電(dian)試點(dian)(dian)項目所需煤電(dian)規模由國(guo)家能源(yuan)局在(zai)國(guo)家依據(ju)總(zong)量(liang)控制制定的(de)(de)煤電(dian)規劃建設規模內(nei)優先安排。支(zhi)(zhi)持現役煤電(dian)改造升級機組(zu)、新(xin)建機組(zu)和(he)新(xin)一代煤電(dian)試點(dian)(dian)機組(zu)與新(xin)能源(yuan)實(shi)施聯營,鼓勵聯營的(de)(de)新(xin)能源(yuan)項目優先并(bing)網。

  (五)評估推廣。國家能源局適時(shi)組(zu)織開展試(shi)(shi)點(dian)綜合評估,及時(shi)總結推廣先進技(ji)術(shu)、成熟模式和配套政策機制,發揮好試(shi)(shi)點(dian)的引領帶動作用(yong)。對推進不力(li)的試(shi)(shi)點(dian),取(qu)消試(shi)(shi)點(dian)稱(cheng)號。
