各省(自(zi)治區(qu)(qu)、直轄市)能(neng)源局,有關省(自(zi)治區(qu)(qu)、直轄市)及(ji)新疆生產(chan)建(jian)設兵團發展(zhan)改革委,北(bei)京市城市管理委員會,國家能(neng)源局各派出機構,有關中央企業:
為落實(shi)《國(guo)家(jia)發(fa)展(zhan)改革委(wei) 國(guo)家(jia)能源局 國(guo)家(jia)數(shu)據局關于印發(fa)〈加快構建新(xin)型電力(li)系統行(xing)動方案(2024—2027年(nian))〉的通知》(發(fa)改能源〔2024〕1128號)有(you)(you)關要求,選(xuan)取典型性、代表性的方向開(kai)展(zhan)試(shi)點探索,現將(jiang)有(you)(you)關事(shi)項(xiang)通知如下(xia)。
一(yi)、總體要(yao)求(qiu)
聚焦新(xin)(xin)型(xing)(xing)(xing)(xing)電(dian)(dian)力系統(tong)有關前沿方(fang)向(xiang)(xiang),依托(tuo)典型(xing)(xing)(xing)(xing)項(xiang)目開(kai)展(zhan)(zhan)單一(yi)方(fang)向(xiang)(xiang)試(shi)點(dian),依托(tuo)典型(xing)(xing)(xing)(xing)城市開(kai)展(zhan)(zhan)多(duo)方(fang)向(xiang)(xiang)綜合試(shi)點(dian),探索新(xin)(xin)型(xing)(xing)(xing)(xing)電(dian)(dian)力系統(tong)建(jian)(jian)設(she)新(xin)(xin)技(ji)術、新(xin)(xin)模(mo)式,推動新(xin)(xin)型(xing)(xing)(xing)(xing)電(dian)(dian)力系統(tong)建(jian)(jian)設(she)取得突破。堅(jian)(jian)持(chi)(chi)重點(dian)突破,先期(qi)圍繞構網(wang)型(xing)(xing)(xing)(xing)技(ji)術、系統(tong)友好型(xing)(xing)(xing)(xing)新(xin)(xin)能(neng)源(yuan)(yuan)電(dian)(dian)站、智能(neng)微電(dian)(dian)網(wang)、算力與電(dian)(dian)力協同(tong)、虛(xu)擬電(dian)(dian)廠、大規(gui)(gui)模(mo)高(gao)比(bi)例新(xin)(xin)能(neng)源(yuan)(yuan)外(wai)送、新(xin)(xin)一(yi)代煤電(dian)(dian)等七(qi)個方(fang)向(xiang)(xiang)開(kai)展(zhan)(zhan)試(shi)點(dian)工作。堅(jian)(jian)持(chi)(chi)因地制宜,結合各(ge)地實際,選擇適宜的(de)方(fang)向(xiang)(xiang)安排(pai)試(shi)點(dian)項(xiang)目,合理確(que)定試(shi)點(dian)規(gui)(gui)模(mo)和(he)范(fan)圍。堅(jian)(jian)持(chi)(chi)創(chuang)新(xin)(xin)引領(ling),鼓(gu)勵采(cai)用(yong)新(xin)(xin)技(ji)術、新(xin)(xin)模(mo)式,支持(chi)(chi)試(shi)點(dian)項(xiang)目應用(yong)智能(neng)電(dian)(dian)網(wang)國家科技(ji)重大專項(xiang)和(he)能(neng)源(yuan)(yuan)技(ji)術裝備“補短板(ban)”成果,同(tong)步開(kai)展(zhan)(zhan)體制機(ji)制改革。堅(jian)(jian)持(chi)(chi)全程管理,做好試(shi)點(dian)項(xiang)目的(de)申報優(you)選、組織實施(shi)、效(xiao)果評估、推廣應用(yong)等全過程管理,保障實施(shi)效(xiao)果,發(fa)揮帶動作用(yong)。
二(er)、試(shi)點方向(xiang)
(一(yi))構(gou)網(wang)(wang)型(xing)技(ji)術(shu)。重點在(zai)高比(bi)例新能源接(jie)入(ru)的弱電(dian)網(wang)(wang)地區、“沙戈荒”基(ji)地大規(gui)模新能源外送地區,應用新能源/新型(xing)儲能構(gou)網(wang)(wang)型(xing)控(kong)制技(ji)術(shu),有效解決短路容量下降、慣(guan)量降低、寬頻振蕩等(deng)問題,提升新能源接(jie)網(wang)(wang)與送出能力。在(zai)電(dian)網(wang)(wang)結構(gou)薄(bo)弱地區、孤島運(yun)行系(xi)(xi)統,應用構(gou)網(wang)(wang)型(xing)控(kong)制技(ji)術(shu),提高系(xi)(xi)統電(dian)壓、頻率(lv)、功角穩定(ding)能力,提升電(dian)力供(gong)應安(an)全和系(xi)(xi)統穩定(ding)運(yun)行水平。
(二)系(xi)統友好型新能源電(dian)站(zhan)。重點在(zai)保供(gong)偏緊(jin)或(huo)(huo)消(xiao)納(na)壓力(li)較大(da)地區,新建或(huo)(huo)改造一批新能源電(dian)站(zhan),通(tong)過長(chang)尺度(du)(du)高精(jing)度(du)(du)功率(lv)(lv)預測(ce)、風光儲智慧聯合調(diao)(diao)控運行(xing)等,提升(sheng)系(xi)統友好性能,電(dian)站(zhan)在(zai)高峰時(shi)段(不低于(yu)2小時(shi))置信(xin)出(chu)力(li)提升(sheng)至10%以(yi)上(shang)。電(dian)站(zhan)與調(diao)(diao)度(du)(du)機構簽(qian)訂(ding)協同(tong)調(diao)(diao)度(du)(du)協議,明確協同(tong)調(diao)(diao)度(du)(du)運行(xing)方式及(ji)納(na)入(ru)電(dian)力(li)平(ping)衡的可(ke)靠容量(liang)(liang)、支撐時(shi)長(chang)。電(dian)站(zhan)日(ri)前申(shen)報(bao)協同(tong)運行(xing)的功率(lv)(lv)預測(ce)結果及(ji)發電(dian)計劃建議,調(diao)(diao)度(du)(du)機構完善(shan)調(diao)(diao)度(du)(du)運行(xing)規則,基于(yu)電(dian)站(zhan)上(shang)報(bao)數據將電(dian)站(zhan)統籌納(na)入(ru)日(ri)內(nei)電(dian)力(li)平(ping)衡。優先建設或(huo)(huo)改造新能源裝機容量(liang)(liang)20萬千瓦以(yi)上(shang)的項目(mu)。
(三(san))智(zhi)能(neng)(neng)(neng)微(wei)電(dian)(dian)網(wang)。選擇典型應用(yong)場景,結合新(xin)能(neng)(neng)(neng)源(yuan)資(zi)(zi)源(yuan)條件,建設一批智(zhi)能(neng)(neng)(neng)微(wei)電(dian)(dian)網(wang)項目(mu),依(yi)托負(fu)荷側資(zi)(zi)源(yuan)靈(ling)活(huo)調(diao)控、源(yuan)網(wang)荷儲組網(wang)與(yu)協同運行控制(zhi)等(deng)技術,提(ti)高智(zhi)能(neng)(neng)(neng)微(wei)電(dian)(dian)網(wang)自(zi)調(diao)峰、自(zi)平(ping)衡能(neng)(neng)(neng)力,提(ti)升新(xin)能(neng)(neng)(neng)源(yuan)自(zi)發(fa)自(zi)用(yong)比例,緩(huan)解(jie)大電(dian)(dian)網(wang)消納壓力。智(zhi)能(neng)(neng)(neng)微(wei)電(dian)(dian)網(wang)在并網(wang)協議中明確與(yu)大電(dian)(dian)網(wang)的(de)資(zi)(zi)產、管理等(deng)方面(mian)的(de)界(jie)面(mian),以及(ji)調(diao)度控制(zhi)、交(jiao)互運行、調(diao)節(jie)資(zi)(zi)源(yuan)使用(yong)等(deng)方面(mian)的(de)權(quan)利與(yu)義務。
(四(si))算(suan)力(li)與電(dian)(dian)力(li)協同(tong)。重點(dian)(dian)(dian)在(zai)國家樞紐(niu)節點(dian)(dian)(dian)和青海、新(xin)疆、黑龍江等(deng)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)資(zi)(zi)(zi)(zi)源(yuan)(yuan)(yuan)(yuan)(yuan)條(tiao)件(jian)好的非樞紐(niu)節點(dian)(dian)(dian)地(di)區(qu),在(zai)科學整合(he)源(yuan)(yuan)(yuan)(yuan)(yuan)荷(he)儲資(zi)(zi)(zi)(zi)源(yuan)(yuan)(yuan)(yuan)(yuan)的基礎上,統籌(chou)地(di)區(qu)存(cun)量(liang)及增量(liang)數(shu)(shu)據中心綠(lv)電(dian)(dian)需(xu)(xu)求和新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)資(zi)(zi)(zi)(zi)源(yuan)(yuan)(yuan)(yuan)(yuan)條(tiao)件(jian),協同(tong)規劃布局算(suan)力(li)與電(dian)(dian)力(li)項目。通過(guo)探索新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)就近供電(dian)(dian)、聚合(he)交易、就地(di)消納的“綠(lv)電(dian)(dian)聚合(he)供應”模式,提高(gao)數(shu)(shu)據中心綠(lv)電(dian)(dian)占(zhan)比(bi)。通過(guo)算(suan)力(li)負(fu)荷(he)與新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)功率(lv)聯(lian)合(he)預測、算(suan)力(li)負(fu)荷(he)柔性(xing)控制、智能(neng)(neng)化調度等(deng)技(ji)術,提升源(yuan)(yuan)(yuan)(yuan)(yuan)荷(he)協同(tong)水平,降低負(fu)荷(he)高(gao)峰時段電(dian)(dian)網(wang)保障容量(liang)需(xu)(xu)求。加強(qiang)數(shu)(shu)據中心余熱資(zi)(zi)(zi)(zi)源(yuan)(yuan)(yuan)(yuan)(yuan)回收利用,提高(gao)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)使用效率(lv)。探索光熱發電(dian)(dian)與風電(dian)(dian)、光伏(fu)發電(dian)(dian)聯(lian)合(he)運行,提升穩(wen)定供應水平。
(五)虛擬(ni)(ni)電(dian)(dian)廠(chang)。圍繞(rao)聚合(he)分散電(dian)(dian)力(li)資源(yuan)、增強靈(ling)活調節能(neng)(neng)(neng)力(li)、減小供電(dian)(dian)缺(que)口、促進新(xin)能(neng)(neng)(neng)源(yuan)消納(na)等場(chang)景,因(yin)地(di)制宜新(xin)建或改造(zao)一批不(bu)同類型(xing)的虛擬(ni)(ni)電(dian)(dian)廠(chang),通過聚合(he)分布式電(dian)(dian)源(yuan)、可控負(fu)荷(he)、儲(chu)能(neng)(neng)(neng)等負(fu)荷(he)側各類分散資源(yuan)并協同優化控制,充分發揮靈(ling)活調節能(neng)(neng)(neng)力(li)。持(chi)續豐富(fu)虛擬(ni)(ni)電(dian)(dian)廠(chang)商業模式,通過參(can)與電(dian)(dian)力(li)市(shi)場(chang)、需求響應(ying),提供節能(neng)(neng)(neng)服務、能(neng)(neng)(neng)源(yuan)數據(ju)分析、能(neng)(neng)(neng)源(yuan)解決方案設計、碳交易相關服務等綜合(he)能(neng)(neng)(neng)源(yuan)服務,獲取(qu)相應(ying)收益。
(六)大(da)規模高(gao)比(bi)例新能源外(wai)(wai)送。重點聚焦西北地區“沙戈荒”基地、西南地區主(zhu)要流(liu)域水風光一體(ti)化新能源基地開(kai)發(fa)外(wai)(wai)送需求,結合國(guo)家(jia)明確(que)的跨省跨區輸電(dian)通道規劃建設(she),通過合理(li)(li)配置送端(duan)配套電(dian)源類型(xing)規模,優化接入電(dian)力系統方案,采用電(dian)源一體(ti)化協同控制(zhi)、柔性直流(liu)、多源自適應換相直流(liu)(SLCC)、低頻(pin)輸電(dian)、構(gou)網型(xing)等先進技術,合理(li)(li)部署無(wu)功補償(chang)和(he)耗能裝置,提高(gao)輸電(dian)通道安全穩定運行和(he)靈活控制(zhi)水平,提升輸電(dian)通道輸送綠電(dian)占比(bi)并(bing)探索純新能源外(wai)(wai)送方式,促進更高(gao)比(bi)例新能源外(wai)(wai)送消(xiao)納。
(七(qi))新(xin)(xin)(xin)一(yi)代煤(mei)(mei)電(dian)。對照《新(xin)(xin)(xin)一(yi)代煤(mei)(mei)電(dian)升級專項行(xing)動實(shi)施(shi)方案(an)(2025—2027年)》中(zhong)新(xin)(xin)(xin)一(yi)代煤(mei)(mei)電(dian)試(shi)點指標(biao)要求(qiu),積極推(tui)動具(ju)備條件的(de)(de)現役(yi)機(ji)(ji)組(zu)(zu)和(he)(he)新(xin)(xin)(xin)建機(ji)(ji)組(zu)(zu)針對清(qing)潔降碳、高(gao)效(xiao)調節(jie)兩類(lei)指標(biao)分別開展(zhan)試(shi)點,鼓(gu)勵開展(zhan)同時滿(man)足上述(shu)兩類(lei)指標(biao)的(de)(de)新(xin)(xin)(xin)一(yi)代煤(mei)(mei)電(dian)試(shi)點。在(zai)(zai)清(qing)潔降碳方面(mian),結(jie)合區域特點和(he)(he)資源稟賦,通過采(cai)用(yong)零碳低碳燃料摻燒、CCUS(碳捕集、利用(yong)與封存)等降碳措施(shi),顯著降低煤(mei)(mei)電(dian)碳排放(fang)。在(zai)(zai)高(gao)效(xiao)調節(jie)能(neng)(neng)(neng)力提升方面(mian),需滿(man)足高(gao)效(xiao)調節(jie)所有(you)技術(shu)指標(biao)要求(qiu),開展(zhan)主(zhu)輔機(ji)(ji)裝備技術(shu)創新(xin)(xin)(xin)應用(yong)和(he)(he)系(xi)統集成(cheng)優化,重點在(zai)(zai)電(dian)網快(kuai)速(su)調節(jie)需求(qiu)大和(he)(he)調峰有(you)缺額的(de)(de)地區提高(gao)煤(mei)(mei)電(dian)機(ji)(ji)組(zu)(zu)快(kuai)速(su)變負(fu)荷、深度調峰和(he)(he)寬(kuan)負(fu)荷高(gao)效(xiao)調節(jie)能(neng)(neng)(neng)力,機(ji)(ji)組(zu)(zu)應具(ju)備安全可靠啟(qi)停調峰能(neng)(neng)(neng)力。
三、組(zu)織實施
(一(yi)(yi)(yi)(yi))試(shi)(shi)點(dian)申(shen)(shen)報(bao)(bao)。申(shen)(shen)報(bao)(bao)單(dan)一(yi)(yi)(yi)(yi)方向(xiang)試(shi)(shi)點(dian)的(de)(de)(de),由省(sheng)(sheng)級(ji)(ji)(ji)能(neng)(neng)源(yuan)主(zhu)(zhu)管(guan)部(bu)(bu)門(men)(men)(men)或中央(yang)(yang)企(qi)業(ye)(ye)總部(bu)(bu)組(zu)織報(bao)(bao)送(新(xin)一(yi)(yi)(yi)(yi)代煤(mei)電(dian)試(shi)(shi)點(dian)除外)。新(xin)一(yi)(yi)(yi)(yi)代煤(mei)電(dian)試(shi)(shi)點(dian)由省(sheng)(sheng)級(ji)(ji)(ji)能(neng)(neng)源(yuan)主(zhu)(zhu)管(guan)部(bu)(bu)門(men)(men)(men)統(tong)一(yi)(yi)(yi)(yi)報(bao)(bao)送,需取得(de)所屬(shu)企(qi)業(ye)(ye)總部(bu)(bu)的(de)(de)(de)項(xiang)目支持函。申(shen)(shen)報(bao)(bao)綜(zong)合(he)試(shi)(shi)點(dian)的(de)(de)(de),由各省(sheng)(sheng)級(ji)(ji)(ji)能(neng)(neng)源(yuan)主(zhu)(zhu)管(guan)部(bu)(bu)門(men)(men)(men)組(zu)織各地級(ji)(ji)(ji)市(shi)能(neng)(neng)源(yuan)主(zhu)(zhu)管(guan)部(bu)(bu)門(men)(men)(men),結合(he)本地區新(xin)型電(dian)力系統(tong)建(jian)設情(qing)況,以地級(ji)(ji)(ji)市(shi)為(wei)單(dan)元(yuan),因地制宜(yi)選擇(ze)多(duo)個試(shi)(shi)點(dian)方向(xiang)形(xing)成(cheng)綜(zong)合(he)試(shi)(shi)點(dian)方案,向(xiang)國家能(neng)(neng)源(yuan)局申(shen)(shen)報(bao)(bao)。其中,中央(yang)(yang)企(qi)業(ye)(ye)牽頭實(shi)施的(de)(de)(de)綜(zong)合(he)試(shi)(shi)點(dian),由省(sheng)(sheng)級(ji)(ji)(ji)能(neng)(neng)源(yuan)主(zhu)(zhu)管(guan)部(bu)(bu)門(men)(men)(men)和中央(yang)(yang)企(qi)業(ye)(ye)以地級(ji)(ji)(ji)市(shi)為(wei)單(dan)元(yuan)聯合(he)申(shen)(shen)報(bao)(bao)。
各(ge)省(sheng)級能源主管部門、中央企業總部廣(guang)泛(fan)征集試(shi)點項目(mu),根據申(shen)報要求并結(jie)合(he)項目(mu)可行(xing)(xing)性(xing)、技術(shu)經濟(ji)性(xing)等,做好同類(lei)項目(mu)評審,在此基礎上向國家能源局申(shen)報試(shi)點。申(shen)報項目(mu)的(de)建設或改造(zao)開工時間須在2024年8月之后,如需履(lv)行(xing)(xing)相關(guan)(guan)審批、核準(zhun)或備案手續(xu),申(shen)報時應取(qu)得相關(guan)(guan)手續(xu)(新一代(dai)煤電試(shi)點除外)。新一代(dai)煤電試(shi)點須落實項目(mu)要素保障(zhang)條件。
各(ge)省(sheng)級能源(yuan)主管(guan)部門、中(zhong)央企(qi)業組織(zhi)填寫申報(bao)表(biao)(詳見附件(jian)),于2025年(nian)6月(yue)30日前將(jiang)蓋章紙質材料(liao)報(bao)送至(zhi)國家能源(yuan)局(ju)(電力司),電子材料(liao)同步(bu)發送至(zhi)郵箱sunhe@nea.gov.cn。
(二)試點(dian)(dian)(dian)評(ping)審。國家能源局(ju)制定試點(dian)(dian)(dian)評(ping)審工作方案(an),細化評(ping)審標(biao)準(zhun)和(he)評(ping)審程序,在收(shou)到申報材(cai)料后,委(wei)托(tuo)具備(bei)相(xiang)關(guan)資質的(de)第三方專(zhuan)業機(ji)(ji)構,根據評(ping)審工作方案(an)開(kai)(kai)展評(ping)審工作。經評(ping)審,優選確定一(yi)批(pi)項目及城市列入第一(yi)批(pi)試點(dian)(dian)(dian)范(fan)圍并發(fa)文(wen)公布(bu),視情況開(kai)(kai)展后續試點(dian)(dian)(dian)申報和(he)評(ping)審。新規劃建設的(de)新一(yi)代煤(mei)電申報項目,在納入試點(dian)(dian)(dian)范(fan)圍后,進一(yi)步落(luo)實項目核準(zhun)(備(bei)案(an))等文(wen)件(jian)。對評(ping)審確定的(de)試點(dian)(dian)(dian)有關(guan)材(cai)料,同步轉國家能源局(ju)相(xiang)關(guan)派出機(ji)(ji)構。
 (三)項(xiang)目實施(shi)。試(shi)點確定后,當地能(neng)源主(zhu)(zhu)(zhu)管(guan)部門(men)(men)、項(xiang)目單位要(yao)嚴格按照試(shi)點申報時提(ti)(ti)出(chu)(chu)的(de)方案(an)開展(zhan)建設或改造工作(zuo),方案(an)如發生重大變更需經省(sheng)級能(neng)源主(zhu)(zhu)(zhu)管(guan)部門(men)(men)或中央(yang)(yang)企業(ye)總部向國(guo)家能(neng)源局提(ti)(ti)出(chu)(chu)申請。各級能(neng)源主(zhu)(zhu)(zhu)管(guan)部門(men)(men)和中央(yang)(yang)企業(ye)要(yao)全程跟(gen)蹤項(xiang)目實施(shi),協調解決有關問題(ti),確保項(xiang)目順(shun)利推進,過程中省(sheng)級能(neng)源主(zhu)(zhu)(zhu)管(guan)部門(men)(men)和中央(yang)(yang)企業(ye)及時向國(guo)家能(neng)源局報送階(jie)段性進展(zhan)。國(guo)家能(neng)源局派出(chu)(chu)機構結合職責,加強對試(shi)點的(de)跟(gen)蹤監管(guan)和服務,推動落實試(shi)點方案(an)。
(四(si))支(zhi)(zhi)持政策。各級能(neng)源(yuan)主管部門、國家(jia)能(neng)源(yuan)局派出機構、中(zhong)央企業要(yao)根據試(shi)(shi)(shi)點(dian)探索創新需要(yao),積極開展體(ti)制(zhi)機制(zhi)改(gai)革,解決(jue)政策堵點(dian),形(xing)成有(you)利于(yu)試(shi)(shi)(shi)點(dian)項(xiang)目(mu)實施的(de)政策環境(jing)。統(tong)籌用好超長期特別(bie)國債等資(zi)金渠(qu)道,對符合支(zhi)(zhi)持方(fang)向和(he)政策要(yao)求的(de)試(shi)(shi)(shi)點(dian)項(xiang)目(mu)予(yu)以支(zhi)(zhi)持。試(shi)(shi)(shi)點(dian)成果納入(ru)新型(xing)電(dian)力系(xi)統(tong)建(jian)(jian)設(she)評價體(ti)系(xi),作為評估新型(xing)電(dian)力系(xi)統(tong)建(jian)(jian)設(she)成效的(de)重要(yao)內容。新一代(dai)煤(mei)(mei)電(dian)試(shi)(shi)(shi)點(dian)項(xiang)目(mu)所需煤(mei)(mei)電(dian)規(gui)模由(you)國家(jia)能(neng)源(yuan)局在國家(jia)依據總量(liang)控制(zhi)制(zhi)定(ding)的(de)煤(mei)(mei)電(dian)規(gui)劃建(jian)(jian)設(she)規(gui)模內優(you)先安排。支(zhi)(zhi)持現役(yi)煤(mei)(mei)電(dian)改(gai)造升(sheng)級機組(zu)、新建(jian)(jian)機組(zu)和(he)新一代(dai)煤(mei)(mei)電(dian)試(shi)(shi)(shi)點(dian)機組(zu)與新能(neng)源(yuan)實施聯營,鼓(gu)勵聯營的(de)新能(neng)源(yuan)項(xiang)目(mu)優(you)先并網。
(五)評估(gu)推(tui)廣。國家能源局適時(shi)組織開展試(shi)點(dian)(dian)(dian)綜合評估(gu),及(ji)時(shi)總結推(tui)廣先進技術、成熟(shu)模(mo)式和配(pei)套政策(ce)機制,發揮好試(shi)點(dian)(dian)(dian)的引領帶(dai)動作用。對推(tui)進不力的試(shi)點(dian)(dian)(dian),取消試(shi)點(dian)(dian)(dian)稱號。
