國家能源局關于(yu)組織開展新型電(dian)力系統建設第一批試點工作的(de)通知

各省(自治(zhi)(zhi)區(qu)、直(zhi)轄市(shi))能(neng)源(yuan)局,有(you)關(guan)省(自治(zhi)(zhi)區(qu)、直(zhi)轄市(shi))及新(xin)疆生(sheng)產建設兵團(tuan)發展改革(ge)委,北京市(shi)城市(shi)管理委員會,國家(jia)能(neng)源(yuan)局各派出機(ji)構(gou),有(you)關(guan)中央企(qi)業:
 為落實《國家發展改革委 國家能(neng)源(yuan)局(ju)(ju) 國家數據局(ju)(ju)關(guan)于印發〈加快構建(jian)新型(xing)電力系(xi)統行動方案(2024—2027年)〉的通(tong)知》(發改能(neng)源(yuan)〔2024〕1128號)有(you)關(guan)要求,選取典型(xing)性、代表(biao)性的方向開展試點探索(suo),現將(jiang)有(you)關(guan)事項通(tong)知如(ru)下。
一、總體要(yao)求(qiu)
聚焦新(xin)(xin)(xin)型(xing)電(dian)(dian)(dian)(dian)力系(xi)統(tong)(tong)有關前沿方向,依托(tuo)典型(xing)項(xiang)(xiang)(xiang)目開展(zhan)單一方向試(shi)點(dian),依托(tuo)典型(xing)城市開展(zhan)多方向綜(zong)合試(shi)點(dian),探索新(xin)(xin)(xin)型(xing)電(dian)(dian)(dian)(dian)力系(xi)統(tong)(tong)建(jian)設新(xin)(xin)(xin)技術(shu)、新(xin)(xin)(xin)模式,推(tui)動(dong)新(xin)(xin)(xin)型(xing)電(dian)(dian)(dian)(dian)力系(xi)統(tong)(tong)建(jian)設取得(de)突(tu)(tu)破。堅持(chi)(chi)重點(dian)突(tu)(tu)破,先期圍繞構(gou)網(wang)型(xing)技術(shu)、系(xi)統(tong)(tong)友好(hao)型(xing)新(xin)(xin)(xin)能(neng)(neng)源(yuan)電(dian)(dian)(dian)(dian)站、智能(neng)(neng)微電(dian)(dian)(dian)(dian)網(wang)、算力與電(dian)(dian)(dian)(dian)力協(xie)同(tong)、虛(xu)擬(ni)電(dian)(dian)(dian)(dian)廠、大(da)規模高比例(li)新(xin)(xin)(xin)能(neng)(neng)源(yuan)外送、新(xin)(xin)(xin)一代煤電(dian)(dian)(dian)(dian)等(deng)七個方向開展(zhan)試(shi)點(dian)工(gong)作(zuo)。堅持(chi)(chi)因(yin)地制宜,結合各地實(shi)際(ji),選(xuan)擇適宜的方向安排試(shi)點(dian)項(xiang)(xiang)(xiang)目,合理(li)確定試(shi)點(dian)規模和(he)范圍。堅持(chi)(chi)創新(xin)(xin)(xin)引領(ling),鼓勵(li)采用(yong)新(xin)(xin)(xin)技術(shu)、新(xin)(xin)(xin)模式,支持(chi)(chi)試(shi)點(dian)項(xiang)(xiang)(xiang)目應(ying)用(yong)智能(neng)(neng)電(dian)(dian)(dian)(dian)網(wang)國家科技重大(da)專項(xiang)(xiang)(xiang)和(he)能(neng)(neng)源(yuan)技術(shu)裝備“補短板(ban)”成果(guo),同(tong)步(bu)開展(zhan)體(ti)制機制改革。堅持(chi)(chi)全程管(guan)理(li),做好(hao)試(shi)點(dian)項(xiang)(xiang)(xiang)目的申報(bao)優選(xuan)、組織實(shi)施(shi)、效果(guo)評估、推(tui)廣(guang)應(ying)用(yong)等(deng)全過程管(guan)理(li),保(bao)障(zhang)實(shi)施(shi)效果(guo),發揮帶動(dong)作(zuo)用(yong)。
二、試點方向
(一(yi))構網型技術(shu)。重點(dian)在高比例(li)新(xin)(xin)能源接入的弱電(dian)(dian)網地(di)區(qu)、“沙戈荒”基(ji)地(di)大規模新(xin)(xin)能源外送地(di)區(qu),應用(yong)新(xin)(xin)能源/新(xin)(xin)型儲能構網型控(kong)制(zhi)技術(shu),有效解決短(duan)路容量(liang)下(xia)降(jiang)、慣量(liang)降(jiang)低、寬頻振蕩(dang)等問(wen)題(ti),提(ti)(ti)升(sheng)新(xin)(xin)能源接網與送出能力。在電(dian)(dian)網結構薄弱地(di)區(qu)、孤島運(yun)行系(xi)統(tong)(tong),應用(yong)構網型控(kong)制(zhi)技術(shu),提(ti)(ti)高系(xi)統(tong)(tong)電(dian)(dian)壓(ya)、頻率(lv)、功角穩定能力,提(ti)(ti)升(sheng)電(dian)(dian)力供應安全和系(xi)統(tong)(tong)穩定運(yun)行水平(ping)。
(二)系統友好(hao)型新(xin)能(neng)源電(dian)(dian)(dian)(dian)站(zhan)(zhan)(zhan)。重點在保供偏緊或(huo)(huo)消(xiao)納(na)壓力較大地區,新(xin)建(jian)(jian)或(huo)(huo)改造一批新(xin)能(neng)源電(dian)(dian)(dian)(dian)站(zhan)(zhan)(zhan),通過長(chang)尺(chi)度(du)高精(jing)度(du)功(gong)率(lv)預(yu)測、風光儲智慧聯合調(diao)控運行(xing)等(deng),提升系統友好(hao)性(xing)能(neng),電(dian)(dian)(dian)(dian)站(zhan)(zhan)(zhan)在高峰時段(不低于2小時)置信出力提升至10%以上(shang)。電(dian)(dian)(dian)(dian)站(zhan)(zhan)(zhan)與調(diao)度(du)機構(gou)簽訂協同調(diao)度(du)協議,明確協同調(diao)度(du)運行(xing)方式及納(na)入電(dian)(dian)(dian)(dian)力平(ping)衡(heng)的可(ke)靠容量、支撐時長(chang)。電(dian)(dian)(dian)(dian)站(zhan)(zhan)(zhan)日(ri)前申報協同運行(xing)的功(gong)率(lv)預(yu)測結果及發電(dian)(dian)(dian)(dian)計劃建(jian)(jian)議,調(diao)度(du)機構(gou)完善調(diao)度(du)運行(xing)規則,基于電(dian)(dian)(dian)(dian)站(zhan)(zhan)(zhan)上(shang)報數據將電(dian)(dian)(dian)(dian)站(zhan)(zhan)(zhan)統籌納(na)入日(ri)內(nei)電(dian)(dian)(dian)(dian)力平(ping)衡(heng)。優先建(jian)(jian)設或(huo)(huo)改造新(xin)能(neng)源裝機容量20萬千瓦以上(shang)的項目。
(三)智能(neng)微(wei)電(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang)。選擇典型應用場(chang)景,結合新(xin)能(neng)源(yuan)資(zi)源(yuan)條件,建設一批(pi)智能(neng)微(wei)電(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang)項目,依托(tuo)負(fu)荷側資(zi)源(yuan)靈活調(diao)(diao)控、源(yuan)網(wang)(wang)(wang)(wang)(wang)(wang)荷儲組網(wang)(wang)(wang)(wang)(wang)(wang)與協同(tong)運行控制(zhi)等(deng)(deng)技(ji)術,提高智能(neng)微(wei)電(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang)自調(diao)(diao)峰(feng)、自平衡能(neng)力,提升(sheng)新(xin)能(neng)源(yuan)自發自用比例,緩解大電(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang)消納(na)壓力。智能(neng)微(wei)電(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang)在(zai)并網(wang)(wang)(wang)(wang)(wang)(wang)協議中明確與大電(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang)的(de)資(zi)產、管理等(deng)(deng)方面(mian)的(de)界面(mian),以及調(diao)(diao)度控制(zhi)、交互運行、調(diao)(diao)節資(zi)源(yuan)使用等(deng)(deng)方面(mian)的(de)權利與義務。
(四(si))算(suan)(suan)力(li)與(yu)電(dian)力(li)協(xie)(xie)同。重點在(zai)國家樞紐(niu)節點和青海、新(xin)疆、黑龍江(jiang)等(deng)能(neng)源(yuan)資源(yuan)條件好的非樞紐(niu)節點地區,在(zai)科學整合(he)(he)源(yuan)荷儲資源(yuan)的基(ji)礎上,統籌地區存量及增量數(shu)據(ju)中(zhong)心綠電(dian)需求和新(xin)能(neng)源(yuan)資源(yuan)條件,協(xie)(xie)同規(gui)劃(hua)布局算(suan)(suan)力(li)與(yu)電(dian)力(li)項目。通過探(tan)索新(xin)能(neng)源(yuan)就(jiu)近供(gong)電(dian)、聚合(he)(he)交易、就(jiu)地消(xiao)納的“綠電(dian)聚合(he)(he)供(gong)應”模式(shi),提(ti)(ti)(ti)高數(shu)據(ju)中(zhong)心綠電(dian)占(zhan)比。通過算(suan)(suan)力(li)負荷與(yu)新(xin)能(neng)源(yuan)功率聯合(he)(he)預測、算(suan)(suan)力(li)負荷柔性控(kong)制(zhi)、智能(neng)化(hua)調度等(deng)技(ji)術(shu),提(ti)(ti)(ti)升源(yuan)荷協(xie)(xie)同水(shui)平(ping),降低負荷高峰時段電(dian)網保障容量需求。加強(qiang)數(shu)據(ju)中(zhong)心余熱資源(yuan)回收利(li)用,提(ti)(ti)(ti)高能(neng)源(yuan)使用效(xiao)率。探(tan)索光(guang)熱發電(dian)與(yu)風電(dian)、光(guang)伏發電(dian)聯合(he)(he)運行,提(ti)(ti)(ti)升穩(wen)定供(gong)應水(shui)平(ping)。
(五)虛(xu)擬電(dian)廠(chang)。圍繞聚(ju)合(he)分(fen)散(san)(san)電(dian)力(li)資源(yuan)、增(zeng)強靈活調節能(neng)(neng)力(li)、減小供(gong)電(dian)缺口、促進新能(neng)(neng)源(yuan)消納等場景(jing),因地制(zhi)宜(yi)新建或改造(zao)一批不同類型的虛(xu)擬電(dian)廠(chang),通過聚(ju)合(he)分(fen)布式電(dian)源(yuan)、可控負荷、儲能(neng)(neng)等負荷側(ce)各(ge)類分(fen)散(san)(san)資源(yuan)并協同優化控制(zhi),充分(fen)發揮靈活調節能(neng)(neng)力(li)。持續豐富虛(xu)擬電(dian)廠(chang)商業模式,通過參與電(dian)力(li)市場、需求響應,提供(gong)節能(neng)(neng)服務、能(neng)(neng)源(yuan)數據分(fen)析、能(neng)(neng)源(yuan)解(jie)決方(fang)案(an)設(she)計(ji)、碳(tan)交易相關服務等綜合(he)能(neng)(neng)源(yuan)服務,獲取相應收益。
(六)大(da)規(gui)模高比例新(xin)能(neng)(neng)源(yuan)(yuan)外送(song)。重點聚焦西(xi)北地(di)區“沙戈荒”基(ji)地(di)、西(xi)南地(di)區主要流域水(shui)風光(guang)一體化新(xin)能(neng)(neng)源(yuan)(yuan)基(ji)地(di)開(kai)發外送(song)需求,結合(he)國家明(ming)確的(de)跨(kua)省跨(kua)區輸(shu)(shu)電(dian)通(tong)道(dao)(dao)規(gui)劃建設,通(tong)過(guo)合(he)理配置送(song)端配套電(dian)源(yuan)(yuan)類型規(gui)模,優化接入電(dian)力(li)系(xi)統方(fang)(fang)案,采(cai)用電(dian)源(yuan)(yuan)一體化協同控(kong)制(zhi)、柔性直流、多源(yuan)(yuan)自(zi)適應換相(xiang)直流(SLCC)、低頻(pin)輸(shu)(shu)電(dian)、構網(wang)型等先(xian)進(jin)技術(shu),合(he)理部署無(wu)功補(bu)償和耗能(neng)(neng)裝置,提(ti)高輸(shu)(shu)電(dian)通(tong)道(dao)(dao)安全穩定運行和靈活控(kong)制(zhi)水(shui)平,提(ti)升輸(shu)(shu)電(dian)通(tong)道(dao)(dao)輸(shu)(shu)送(song)綠電(dian)占比并探(tan)索(suo)純新(xin)能(neng)(neng)源(yuan)(yuan)外送(song)方(fang)(fang)式(shi),促進(jin)更高比例新(xin)能(neng)(neng)源(yuan)(yuan)外送(song)消納。
(七)新(xin)(xin)(xin)一(yi)代(dai)煤(mei)(mei)電(dian)(dian)。對照《新(xin)(xin)(xin)一(yi)代(dai)煤(mei)(mei)電(dian)(dian)升級專項(xiang)行動實(shi)施方案(2025—2027年(nian))》中新(xin)(xin)(xin)一(yi)代(dai)煤(mei)(mei)電(dian)(dian)試(shi)點(dian)(dian)(dian)指標(biao)要(yao)求,積極推(tui)動具備(bei)條件的(de)現役機(ji)組和新(xin)(xin)(xin)建機(ji)組針(zhen)對清潔降碳(tan)、高(gao)(gao)效調(diao)(diao)節(jie)(jie)兩類指標(biao)分別開(kai)展(zhan)試(shi)點(dian)(dian)(dian),鼓勵(li)開(kai)展(zhan)同時滿(man)足上述兩類指標(biao)的(de)新(xin)(xin)(xin)一(yi)代(dai)煤(mei)(mei)電(dian)(dian)試(shi)點(dian)(dian)(dian)。在(zai)清潔降碳(tan)方面(mian),結合(he)區域特(te)點(dian)(dian)(dian)和資(zi)源稟(bing)賦,通過采(cai)用零碳(tan)低(di)碳(tan)燃料摻燒(shao)、CCUS(碳(tan)捕集、利用與封存)等降碳(tan)措施,顯著(zhu)降低(di)煤(mei)(mei)電(dian)(dian)碳(tan)排放。在(zai)高(gao)(gao)效調(diao)(diao)節(jie)(jie)能力(li)提(ti)升方面(mian),需滿(man)足高(gao)(gao)效調(diao)(diao)節(jie)(jie)所(suo)有技術指標(biao)要(yao)求,開(kai)展(zhan)主輔機(ji)裝備(bei)技術創新(xin)(xin)(xin)應用和系(xi)統集成(cheng)優化,重(zhong)點(dian)(dian)(dian)在(zai)電(dian)(dian)網(wang)快速調(diao)(diao)節(jie)(jie)需求大和調(diao)(diao)峰有缺額(e)的(de)地(di)區提(ti)高(gao)(gao)煤(mei)(mei)電(dian)(dian)機(ji)組快速變(bian)負荷、深度調(diao)(diao)峰和寬負荷高(gao)(gao)效調(diao)(diao)節(jie)(jie)能力(li),機(ji)組應具備(bei)安全可靠啟停(ting)調(diao)(diao)峰能力(li)。
三(san)、組織實施
(一)試(shi)(shi)點申報(bao)。申報(bao)單(dan)一方向(xiang)試(shi)(shi)點的(de)(de)(de),由(you)(you)省(sheng)級(ji)(ji)能源主管(guan)部(bu)門(men)(men)或(huo)中(zhong)央企(qi)業(ye)總部(bu)組織報(bao)送(新一代煤(mei)電試(shi)(shi)點除外)。新一代煤(mei)電試(shi)(shi)點由(you)(you)省(sheng)級(ji)(ji)能源主管(guan)部(bu)門(men)(men)統(tong)一報(bao)送,需取得所屬企(qi)業(ye)總部(bu)的(de)(de)(de)項目支持函。申報(bao)綜合(he)(he)試(shi)(shi)點的(de)(de)(de),由(you)(you)各省(sheng)級(ji)(ji)能源主管(guan)部(bu)門(men)(men)組織各地(di)(di)級(ji)(ji)市能源主管(guan)部(bu)門(men)(men),結合(he)(he)本地(di)(di)區新型電力(li)系(xi)統(tong)建設(she)情況,以地(di)(di)級(ji)(ji)市為單(dan)元,因地(di)(di)制宜選擇多(duo)個試(shi)(shi)點方向(xiang)形(xing)成綜合(he)(he)試(shi)(shi)點方案,向(xiang)國(guo)家能源局申報(bao)。其中(zhong),中(zhong)央企(qi)業(ye)牽頭實施的(de)(de)(de)綜合(he)(he)試(shi)(shi)點,由(you)(you)省(sheng)級(ji)(ji)能源主管(guan)部(bu)門(men)(men)和中(zhong)央企(qi)業(ye)以地(di)(di)級(ji)(ji)市為單(dan)元聯(lian)合(he)(he)申報(bao)。
各(ge)省級(ji)能(neng)源主管部(bu)門、中央企業(ye)總部(bu)廣泛征(zheng)集試(shi)(shi)點(dian)項(xiang)目(mu),根據申(shen)報要(yao)求并結合(he)項(xiang)目(mu)可行性、技術經濟性等,做好同類項(xiang)目(mu)評(ping)審(shen),在此基礎上向國家能(neng)源局申(shen)報試(shi)(shi)點(dian)。申(shen)報項(xiang)目(mu)的建設(she)或改造開(kai)工時間須在2024年8月(yue)之后,如(ru)需履行相關審(shen)批、核準或備(bei)案手續,申(shen)報時應取(qu)得相關手續(新一(yi)代(dai)煤電(dian)試(shi)(shi)點(dian)除外)。新一(yi)代(dai)煤電(dian)試(shi)(shi)點(dian)須落實項(xiang)目(mu)要(yao)素保障條件。
各省(sheng)級(ji)能源主管部門、中(zhong)央企業組(zu)織填(tian)寫申報表(詳見(jian)附件),于(yu)2025年6月30日前將蓋章紙質材(cai)料(liao)報送至國家能源局(電力司(si)),電子材(cai)料(liao)同步發(fa)送至郵箱sunhe@nea.gov.cn。
(二)試(shi)(shi)(shi)點評(ping)(ping)審(shen)(shen)。國(guo)家能(neng)源局制定試(shi)(shi)(shi)點評(ping)(ping)審(shen)(shen)工(gong)作(zuo)(zuo)方(fang)(fang)案,細化評(ping)(ping)審(shen)(shen)標準和評(ping)(ping)審(shen)(shen)程序,在收到申(shen)報材料后(hou)(hou),委托(tuo)具備相關(guan)資質的第三方(fang)(fang)專業(ye)機(ji)構,根據評(ping)(ping)審(shen)(shen)工(gong)作(zuo)(zuo)方(fang)(fang)案開展評(ping)(ping)審(shen)(shen)工(gong)作(zuo)(zuo)。經評(ping)(ping)審(shen)(shen),優選確定一(yi)批(pi)項(xiang)目(mu)(mu)及城市列入第一(yi)批(pi)試(shi)(shi)(shi)點范圍并發文公布,視情況開展后(hou)(hou)續試(shi)(shi)(shi)點申(shen)報和評(ping)(ping)審(shen)(shen)。新(xin)規(gui)劃建(jian)設的新(xin)一(yi)代煤電申(shen)報項(xiang)目(mu)(mu),在納(na)入試(shi)(shi)(shi)點范圍后(hou)(hou),進一(yi)步落(luo)實項(xiang)目(mu)(mu)核準(備案)等文件。對評(ping)(ping)審(shen)(shen)確定的試(shi)(shi)(shi)點有關(guan)材料,同步轉(zhuan)國(guo)家能(neng)源局相關(guan)派出(chu)機(ji)構。
(三)項目實(shi)(shi)施。試點(dian)確(que)定后,當地(di)能(neng)(neng)(neng)源(yuan)主(zhu)管(guan)部門(men)、項目單位要(yao)嚴格按照試點(dian)申(shen)(shen)報(bao)時提出的方(fang)案開(kai)展(zhan)建(jian)設或改造工作,方(fang)案如發生(sheng)重大(da)變更需(xu)經省(sheng)級能(neng)(neng)(neng)源(yuan)主(zhu)管(guan)部門(men)或中央(yang)企(qi)業(ye)總部向國(guo)(guo)家能(neng)(neng)(neng)源(yuan)局提出申(shen)(shen)請(qing)。各級能(neng)(neng)(neng)源(yuan)主(zhu)管(guan)部門(men)和(he)中央(yang)企(qi)業(ye)要(yao)全程跟(gen)蹤項目實(shi)(shi)施,協調解決有(you)關問題,確(que)保(bao)項目順利推進(jin),過(guo)程中省(sheng)級能(neng)(neng)(neng)源(yuan)主(zhu)管(guan)部門(men)和(he)中央(yang)企(qi)業(ye)及時向國(guo)(guo)家能(neng)(neng)(neng)源(yuan)局報(bao)送階段性進(jin)展(zhan)。國(guo)(guo)家能(neng)(neng)(neng)源(yuan)局派出機構結合(he)職責(ze),加強對試點(dian)的跟(gen)蹤監管(guan)和(he)服務,推動落實(shi)(shi)試點(dian)方(fang)案。
(四)支持政策。各級(ji)能(neng)源(yuan)主管部門、國(guo)(guo)家(jia)能(neng)源(yuan)局(ju)派出(chu)機(ji)(ji)構(gou)、中央企業要根(gen)據(ju)試點(dian)探索創新(xin)需(xu)要,積極(ji)開展(zhan)體制(zhi)機(ji)(ji)制(zhi)改革,解(jie)決政策堵點(dian),形成(cheng)有利于試點(dian)項(xiang)目(mu)(mu)實(shi)施(shi)的(de)(de)(de)政策環境。統籌用好超長期特別國(guo)(guo)債等(deng)資金渠道,對符合(he)支持方向和政策要求的(de)(de)(de)試點(dian)項(xiang)目(mu)(mu)予以(yi)支持。試點(dian)成(cheng)果納入(ru)新(xin)型電力系(xi)統建設(she)評價體系(xi),作為評估新(xin)型電力系(xi)統建設(she)成(cheng)效的(de)(de)(de)重要內(nei)容(rong)。新(xin)一(yi)代(dai)煤(mei)電試點(dian)項(xiang)目(mu)(mu)所需(xu)煤(mei)電規模(mo)由國(guo)(guo)家(jia)能(neng)源(yuan)局(ju)在國(guo)(guo)家(jia)依據(ju)總量控制(zhi)制(zhi)定的(de)(de)(de)煤(mei)電規劃建設(she)規模(mo)內(nei)優(you)先(xian)安排。支持現役煤(mei)電改造升級(ji)機(ji)(ji)組、新(xin)建機(ji)(ji)組和新(xin)一(yi)代(dai)煤(mei)電試點(dian)機(ji)(ji)組與(yu)新(xin)能(neng)源(yuan)實(shi)施(shi)聯(lian)營,鼓(gu)勵聯(lian)營的(de)(de)(de)新(xin)能(neng)源(yuan)項(xiang)目(mu)(mu)優(you)先(xian)并網。
(五)評(ping)估(gu)推(tui)(tui)廣。國家(jia)能(neng)源局適時(shi)組織開展試點(dian)綜合評(ping)估(gu),及時(shi)總結推(tui)(tui)廣先進技(ji)術、成熟模(mo)式和(he)配套(tao)政(zheng)策(ce)機制(zhi),發揮好(hao)試點(dian)的(de)引(yin)領(ling)帶動作(zuo)用。對(dui)推(tui)(tui)進不力的(de)試點(dian),取(qu)消試點(dian)稱號。
